Poor network (routing) performance

Hello everyone,
I'm wondering if there is a way I can improve the network performance of
my Linux Box? Especially when it comes to routing packets through to
the Internet.
Here's the problem. When I use the Linux Box I have a fast
connection. (Well as fast as 28.8 is). But when I try to use
Netscape, or mIRC on my Windoze computer I get a really slow
connection. It starts off great (>3KB/s transfer), but then it
tappers down to 500 Bytes/sec and then to 100 Bytes/sec. This
problem is also occuring on an Apple PC on the network. I'm using
MS-TCP/IP 32b for my Windoze for Workgroups 3.11.
I realize that Linux won't be as fast as a dedicated router, but I
feel that the performance should be alot better than this.
Does anyone else suffer from this problem?
Here's my setup:
Linux 2.0.13 on a Pentium 133, 32 MB Memory. 3com590 PCI, twisted
pair. I'm using ppp-2.2.0.f to connect to my ISP via a 28.8 kBPS
Modem. The modem is an external on COM2.
I'm using IPFWADM 2.3.0 for IP masquerading.
