telnet, nntp broken(?)

I hope someone has seen this before. I looked through the faq's
but saw nothing. Here's the beef:
System is a 386/20 w/8M ram
I am running slakware 3.0 with a 1.2.13 kernel
I have a ppp port to my ISP and an SMC card to a small
internal net.
From the internal net side, I can telnet to the linux machine
without a problem. Ftp also works internally.
The problem is when I try to telnet outside (the internet)
telnet says "Trying 1.2.3.4 Connected to site.net"
and never comes back. It just sits there.
Ftp and email to the outside world work fine.
News reading exhibits the same problem as telnet.
Telnet from the outside to my linux box is
EXTREEMLY S-L-O-W and most of the time times out.
Is there some config file I have to tinker with?
Any hints?
