Yes, there is a way, I've done nearly the same thing at my house.  Your 
Linux box must dial into your ISP.  It must be running the socks5 
daemon.  I think it needs to run the named daemon, but I'm not sure 
there.  I use socks5-beta-0.12.tar.gz.  Anyway, you need to set up a 
private network with private IP addresses (see RFC 1597), such as network 
192.168.1.1 (for Linux) and 192.168.1.2 (for Win95).  These will *not* be 
visible to the outside world.  Win95 is then configured to use a SOCKS5 
proxy server (I know Netscape supports this, MS Internet Explorer 
probably does, many other programs do).  Win95 will then route its IP 
traffic through the socks5 server on Linux, which will transfer the 
actual data to/from the outside servers.  I've run 3 computers this way 
and it seems to be pretty reliable despite being labelled beta.
