No, you definatly don't have to reboot for such a task, take a look at
the man pages of the ifconfig and route command... You can even have
scripts lauched when you pull out or put in one of your PCMCIA card
(ether or modem). Take a look at the scripts included in the RedHat
distribution, they are perfect for what your trying to do.
