Working for an ISP, I have come across the same problem. It appears (to my
very limited knowledge) that it seems to be an incompatability between
certain types of modems. (In our case, Comets don't like some Dynalink
and Lifestyle modems - apparently those with old firmware and the AT&T
chipset).
Dropping the speed of the modem from 28k8 -> 26k4 probably helps (read
when I have recommended that course of action I have not heard back from
the client)
