1.99.5-problem registering RPC services

Today I upgraded from 1.3.100 to 1.99.5. All seemed to go smoothly until
I noticed that none of my RPC services were available.

Rebooting showed that all RPC services failed to register but produced
messages of the following form:

Cannot register service:RPC:Unable to send; errno=Network is unreachable
Unable to register (nfsd,2,udp)

This happened for nfsd, lockd and rstatd.

I managed to "fix" the problem by adding a "sleep 20" between starting
gated and starting nfsd etc but do not understand why this fixes it.

It is not a gated problem per se, as removing gated from the startup has
no positive effect.

The implication is that something has changed in the way that routes are
set up by ifconfig and/or route and that this is somehow "repaired" by gated
after an initial startup delay.

I did not try any of the patches between 1.3.100 and 1.99.5 so cannot
say precisely when this problem arose.
