IPv6 yes.
IPSEC don't know.
we've a very raw prototype of an IPv6 stack sending some silly packets
;-) i.e. it pings my Sun.
You can get patches and test progs in
ftp://ftp.di.fc.ul.pt/pub/systems/Linux/IPv6.
and like linux/net/ipv6/README states in newer kernel releases there
is a mailing list for network development where the v6 implementation
is being discussed at: netdev@nuclecu.unam.mx (majordomo style mailing
list).
