Bots.  Do some searching for something called eggdrop...it seems to be 
one of the most popular ones.  Bots are programs that log into IRC and 
stay there.  You run them on a unix box as a background process.  They 
can "guard" channels, give op status to selected people, deliver 
information, etc.
