weird TCP errors

I setup a new system the other day (crummy "Name brand"" P75) with 3c509, 
and AHA1510 (it has to boot from floppy!), 16mb RAM, 2gb disk.  It's 
doing the oddest thing.  Often a telnet session across the local ethernet 
to this new box will timeout before the connection is made.  Sometimes it 
works, connects, then the session hangs minutes or hours later.  
Sometimes it only hangs in one direction, such that I can still receive 
from the box, but not send to it, sometimes it hangs in both directions.

There are about a dozen other systems on the local ether that work 
absolutely fine...so it's not a physical problem with the ethernet.  I've 
played with CMOS settings, reconfigured the 509,, nothing helps.  It's 
running 1.2.13.  

Anyone have a clue what it could be?
