Same problem here (NE2000-clone), same fix applies.
My other computers in the pool (same hardware, linux 1.2.13) run fine.

I don't know if this is reproducable for you, but could you
try a 'lynx' to 

http://www.suse.de

and

http://happypuppy.com/games/lordsoth/

and

ftp://ftp.uni-paderborn.de/pub/doc/guitar   (ncftp does not work either)


The sides above do not work for me when using lynx. What is quite funny,
after recent kernel patches (1.3.86 or something the like), they 
*began* to work under netscape.
