I've been running bind 4.9.3.beta9 from the slackware 2.3 distribution for
about a year now (with and without an internet connection via modem). For
the local names, it has no problem resolving them right away. The
nameserver (a 486-DX33 with 8 meg of RAM and most daemons running)
typically takes less than 1-2 seconds to resolve a local name. Plenty fast
for my purposes.
