ROUTER FOR DOS???

Hello,
I am from Armenian National Academy of Sciences.
We have a problem, which maybe not directly concerned with Linux.
We have a Linux system which serves for all Armenian Scientific Network.
We created radiomodem fragment with star topology in the capital of
Armenia - Yerevan. In every node there is a DOS computer, which serves as
an interface between radiomodems (Airlink NL) and LAN (in which there are
Linux systems and other computers connected to network), and also as
routers. One of the nodes has a satellite antenna which is connected to
Internet.
Now there is a problem, that our router packages which always runs on all
before mentioned DOS-nodes, are very primitive and do not satisfy our needs:
there is no accounting and so on. We want to create such arouter program
by ourselves and searched for such in Internet: but haven't found any.
Could you advice something to us,
namely we need some examples of programs or packages which deal with
network interfaces and routing, and if possible some documentation on
programming TCP/IP traffic,sockets,routing under C.
All this in order to develop our own routing and accounting package for DOS.
