pmail re-installed for Solaris again

I have usurped maintainership of pmail from yoav.

First, I removed pmail from /mit/outland/sun4bin.

Then, I rebuilt it for Solaris using /mit/sipb/src/src/popmail.  This
is the same BSD-ish source tree used for all the other platforms.  I
didn't hack the source to deal with Posix signals and waits and all
that garbage.  Instead, I compiled it with my cool solaris bsd
compatibility library that's sitting in outland.

It seems to work.  I installed it in /mit/sipb/sun4bin.  It will be
available when the volume is released.
