This is actually a bug-dialup / bug-sipb problem not a bug-modem-pool problem.
It seems that the x/y/z modem transfer no longer works reliably on dialup
(possibly becaue of load or possibly becaeu of some release updates).
Anyway, the 'bug-dialup' answer to this is that x/y/z modem transfers are
supported by SIPB not Athena and that 'kermit' is the supported file transfer
means.
