The group that I work for has a small cluster of RT's in building 20.
We are scheduled to get a postscript printer in August and are
interested in installing TeX, etc. on our machines. Someone in the
SIPB office suggested that I contact you for answers to the following
questions.
1) Which of these programs are public-domain? If some of them aren't
public domain, what is their price and where can we get them?
2) Does SIPB keep copies of the source code to the public-domain
software? If so, could we get copies of the source directly from you?
3) What language are these programs written in?
Any help you could give me in either answering these questions or
pointing me in the right direction would be greatly appreciated.

The sources are online, usually written in C; if you use "attach
sipbsrc" you can have a look. I'm not sure about how much of the
software is public domain.
In general, questions, comments, and bug reports about SIPB software
should go to the list "bug-sipb@athena", to whom I've cc'ed this
reply. Can someone else answer his questions about TeX?
