I do not consider this a bug; even if it is, I do not consider it
worth trying to fix, because it's not obvious to me that it can be
fixed properly.
Xscreensaver has to grab the server in order to work properly. It
can't grab the server is someone is holding down a mouse button.
If people walk away from their terminals before the screen locks,
they're stupid.
