SYNOPSIS: Subject table of contents scrolls too soon when expanded
[brief description of the problem and where it is located]

DESCRIPTION:
    [detailed description]
When the size of the area devoted to the subject table of contents is made
larger, it still seems to scroll as if the default size were still in effect.
That is, say the default number of lines is 11, then it usually scrolls down
when the current article is (say) the 8th one listed. Now expand the TOC area
to 21 lines. Instead of scrolling at 18, it still seems to scroll when the
current article is the 8th one listed. This is obviously a nit, but it makes
it less convenient to "Session kill" quickly through a large number of articles
because of the frequent scrolling.

SAMPLE FIX:
[preferred, but not necessary. Please send context diffs (diff -c -b)]
