You installed archie in /afs/sipb/project/sipb, and not
/afs/athena/contrib/sipb; my impression is that master copy is still in
the Athena cell and the sipb cell copy is getting sync'ed off that one.
In any case, the filsys entry for the sipb filesystem still points at
/afs/athena/contrib/sipb, so users won't be able to find it.
