The RS/6000 (currently rosebud, soon to be enterpoop) is now available
for remote logins by SIPB members.  Access is controlled by
/etc/security/user -- the default user is not allowed to log in on any
ttys, and every sipb member is listed as an exception that can log in
on any tty.  (This is equivalent to using nocreate and putting
everyone in the password file but is less hassle.)

/afs/sipb/project/office-machines/enterpoop/rs_users.pl is a perl
program that uses the contents of the members_and_prospectives file to
update /etc/security/user.  We can either run this file "regularly"
(perhaps from cron) or whenever we feel like updating the file.
Running it with no arguments does the right thing.

Non-members can also be given login access with this mechanism; a
class of "rsaccess" in the members_and_prospectives file is all that
is necessary.
