For some reason, I'm only getting the "?" out of latex when an error
occurs. The RT version prints the error message and the line causing
the complaint.
% latex rc
This is TeX, C Version 2.9 (preloaded format=lplain 88.4.27)

I can't figure out why you would want to use a tab mark
here. If you just want an ampersand, ....
The RT latex tells me:
