I'm not really sure this is a bug, and in any case, I don't think it's
fixable, since the zshutdown_notify program has no idea when the
shutdown is actually occurring. Comments?

The zephyr messages sent by shutdown ask that filesystems be detached even
when the shutdown time is 12 hours in the future. There is no reason to
detach filesystems until the shutdown is a lot closer than that.
