Win and I worked on this last year ... it was put aside because
other tasks were pressing, but now is a good time to look at it
again. Please print off a copy of /mit/qa/doc/proposal-text.PS
and mark it up with your comments, etc.
Presumably, we learned a lot from the 6.0* releases;
I'd like to get this down on paper before we've lost
what we've learned.
