DECstation snmpd in /etc and /etc/athena

a) The reason why there are two snmpd's was because when we were
attempting VOSAP we were told to leave the original an ours. The one in
/etc (which is a symlink to /srvd/etc/snmpd which is a symlin to
../usr/bin/snmpd) comes from DEC while ours is in /etc/athena/snmpd.
b) Recommendation:
Modify the install srvd Makefile to remove /srvd/etc/snmpd and modify
the 7.6 update script to remove /etc/snmpd. (finding non standard files
does not deal with symlinks).
