Andrew locker fixes.

As near as I can determine, the NEOS fixes are now available to users of
the andrew locker.  (A subsequent note will deal with the two scripts
that still need to go into /srvd/patch.)

The purpose of this note is to propose that certain actions be taken in
the rel-eng build tree to make the state of the stuff there less
confusing.

Currently there are source trees, build trees, install trees, and
distribution trees all subtly out of sync.  It took me several hours
today to determine which of the trees contained the authoratative
version of particular fixes. Several fixes were in only one tree, but
different fixes appearing in only one tree were rarely all in the SAME
tree.  Now that we are without ezra and lucien who knew the tree from
memory, we are at risk that someone would copy one to another without
knowing the history, and stuff would get lost.  Lets put everything in
sync:

1. in
/afs/rel-eng/project/andrew.74/build/{rt,vax,decmips,rsaix}/cmu/contrib/mi
t/annot perform make install.

This will cause the binaries that were previously built there to migrate
to the texport directory (and will eliminate one subtle difference that
is non-obvious.)

2. in /afs/rel-eng/project/andrew.74/build/texport run the same script
that was run over the contents of
/afs/rel-eng.athena.mit.edu/system/andrew to correct problems with
sym-links.  (Rel-eng transaxtion 2898).  If this is not done, if anyone
ever mindlessly copies the texport directory to the locker directory,
all these sym-link fixes will be lost.

3. synchronize /afs/rel-eng/project/andrew.74/build/texport with
/afs/rel-eng.athena.mit.edu/system/andrew

Currently there are init files (and after step 1 above .do files) that
are in texport but not the locker.

4. vos release the locker to the read only volume.
