Galatea 2.5 incorporation into 7.3

I finished the mods to Galatea for incorporation into 7.3. Since I
previously wrote, a bug was discovered in the server code, so it is
important that the new code is used.
The man pages are all up to date.
I am not able to modify the documentation on gctl, since it is a
"help" document, not a man page. If someone else converts it to man
page format, I could edit it for the "Reset" and "Eject" buttons.
The application programming document in GALATEA/doc is now up-to-date.
Note that the line in the top-level makefile reads "CONFIG = generic"
so for an Athena build, the make invocation should read "make all
CONFIG=athena" or you can change the top level makefile to read
"CONFIG = athena"
