This file is readable without tokens, which means either (a) it is
freely redistributable now, or (b) our permissions are screwed up.
If the former, the comments at the top should be modified to indicate
its status; perhaps inclusion of the Berkeley redistribution terms
should be included. If the latter, the permissions should be fixed.
I recommend putting the file into a subdirectory that cannot be read
by system:anyuser, and installing a symlink to it, so that people can
read the other files in the directory (which are redistributable).
