I really don't think "depend:: Makefiles" should be there. The normal
practice is to do "make Makefie; make Makefiles; make depend", and if
you try to do that with the "depend" depending on "Makefiles", you end
up walking the whole tree twice checking Makefiles, even though they
were all built the first time.
