How did you choose 9000 for techinfo? The number should not be
arbitarilly chosen. techinfo is not in the relase, but in a locker so
that code can be fixed.
You did not specify udp or tcp. Which do you need.

If it's in the relase and it relies on the entry in /etc/services then
something obviously techinfo doesn't work. Please clarify. Also,
reasonable code should have a fallback.
