I agree with this.  Peter says that for the first time in this
release, there is a possibility that we will be depending on files in
AFS.  If we're going to be doing that, perhaps we should also change
/srvd/patch to point to a directory in AFS so important fixes can be
installed without rereleasing all the RVD's (for example, the emacs
fix from this release)?

Now that we have a single source of system software, /srvd/patch in users'
paths is obsolete.  Possibly it could be replaced by a reference to /afs
(/afs/athena/system/fixes?).  Otherwise it should be deleted.
