RS/6000:
Re-wrote xlogin, dm, and cleanup to create and remove
users/groups with "athena_temp" stanza. User entries are
marked as an int, to allow for a ref count. Group entries
are simply marked as a boolean and are cleaned up when empty.
Fixed rconf.ws so that the backup rc.conf won't get trashed.
