Some confused ramblings from someone off in vendor-land:

There is apparantly a new new top-level directory in sys5.4 and OSF
for add-on subsystems: "/opt"; the OSF DCE will be using "/opt/dce"
and "/opt/dcelocal" for file locations.

Apollo ships X11 on Domain/OS in /usr/X11, with links from /usr/lib/X11 and
/usr/bin/X11 to /usr/X11/bin and /usr/X11/lib, respectively.

I rather detest the idea of putting directories and executables in the
same directory; it constrains the possible names of commands and
possibly confuses some shells.  The existance of the directory
"/usr/bin/X11" prevents there from being a command named "X11" ..

Having a /usr/athena/third or /usr/third directory makes more sense,
because one can pick up *everything* you need for a given package out
of that directory; you don't have to go hunting through
/usr/athena/bin, /usr/athena/lib, /usr/athena/etc, ....
