Someone with a medium-sized firm leaves or dies.  His
non-escrowed business key is lost.  Something bad happens
to customers of the business.

The Legal Tentacle of Government decides that the business
is liable for failing to follow 'good business practice'
by escrowing keys inside their corporation.  The uniform
commercial code is amended.  This drives the market for widely deployed
commercial escrowed key systems.  Those who worry about the back door this
implies are pooh-poohed,
pointed to the laws that make it illegal to exploit
the escrow/back door, much like its 'illegal' to listen
to 900 Mhz.
