Actually a similiar experience in cellular is that if I'm close
to the opening of an exchange (xxx.xxx.000x assignment), I have
a week hold down within the LATA.  Of course this is up state
NY where according to Alan we tip cows for entertainment.

   An answer for you,is that you never want to do a hot cut (same day), you wan
   at least 30 days of overlap due to routing tables being updated by
   hand (this is affectionally called Policy Based Routing) by people
   higher up in the food chain etc...

 For grins, compare this to our experience of telephone exchange routing
 which took something like 3-6 months for all the NYC exchanges to be
 able to route to our new exchange(s).  Talk about RIP.
