I believe that this is happening enough to be noticed, but not enough
that it is very likely to affect any given user.

I think telling users to reboot is easier that telling them how figure
out whether it is safe to remove a given lock file and how to do so
and then force the queue. If you really want a way to do this until
we get the patch out, I would suggest taking the command I sent
(without the desync) and putting it and /usr/lib/sendmail -q in a
script and telling users to run that as root. Of course this still
has the one day delay problem. Also if we tell people how to boot
machines we should teach them the right way (ie, not stop-a).
