Migrating zulu to Ubuntu

We can discuss this at release-team, but I'm sending it out now so I don't forget:

Ops would prefer if zulu was running something more ... mainstream, like Lucid.  Are there reasons it can't?  (i.e. build tool features we need haven't yet made it into Ubuntu)   If so, at what point can it become Ubuntu?

(General debates about the overall qualities, usefulness, similarities, differences, awesomeness or suckfulness of  Debian vs Ubuntu are out of scope for this e-mail thread.  Ops has made a request, and it needs only a yes or no answer, with explanation.  Ops has precisely one Debian server, and while Ubuntu is also not supported in that it's not RHEL, Ops is far more comfortable with it.)
