That's not really enough information to go on.  "Slow" can mean any number of things.  

He can upgrade to Lucid himself without losing data.  The instructions are in Hermes: 
http://kb.mit.edu/confluence/display/istcontrib/Upgrading+from+Debathena+Jaunty+to+Debathena+Lucid

For best results, he needs to perform that procedure prior to April 28.  After that time, he will have to back up everything to TSM and re-install.

The ideal option would be if any IT staff in his department can assist him with this.
