That could possibly be the new check in the installer, though I'm baffled how a freshly installed machine would not be up to date. We can remove the check on PXE installs, though I'm not clear if we should remove it, or if we should just force the dist-upgrade on PXE installs. I'd lean towards the latter, I think.
