This is misleading. It should say "XFree86 under Linux comes with...";
in particular it's applicable to other XFree86 platforms (eg: NetBSD).

I believe this behavior has been reverted as of a recent XFree86
release and/or Beta.

  (who does wonder what the story is since XFree86 is just a parallel
   release to that of the X Consortium release, and both track each other
   pretty much identically, just that XFree focusses on x86 stuff and has
   more public releases. You can compile XFree86 for Solaris, for instance,
   and it is just like X11R6.1, except a slightly more recent branch.)

   Talk about digressions...
