I think being aware of the downside and going ahead with the
modification to .environment is acceptable.  I just don't think the
problem can be solved with a consult locker script.

I would also note that the pushback against "duplex for everybody" was
for trying to force windows users to duplex (which is technically hard);
I don't see a reason (other than supporting a behavior change) why
setting a default LPROPT on Athena for everybody is troublesome.
