I found what the problem was.  Since I was using a non-standard  
kernel, there was no kernel-devel RPM installed.  The ATI installer  
gui did not warn me that an attempt was made to build the fglrx  
kernel module that failed.

After installing the relevant kernel-devel module, and building the  
kernel module, restarting X resulted in a fully enhanced environment  
with the necessary kernel and X modules installed, and the glxgears  
program reports the 4800 fps I saw under RHEL 4.5, Ubuntu, and SuSE.
