.emacs files and the banner

Yesterday, Abbe mentioned that experienced emacs users often set
things up so that they don't see the emacs 18 banner when it comes up,
either because they turn off the banner or because they start up emacs
with a filename argument.  She suggested that it might be worth having
a motd for a little while.

Normally we worry less about experienced users than neophytes, but in
this case, these people are more likely to have .emacs files which
will break during the upgrade.

I have no strong feelings about the matter.  There are probably only
200-400 users with .emacs files (about 2-4%, based on a sample of
about 400), and only a fraction of those users are likely to have
things break, so the emacs 18 banner is probably enough of a safety
net to reduce the number of problem cases to the low double digits.
