punting ksrvutil?

As a result of the recent MIT krb5 1.3.x import, ksrvutil no longer
builds.  One of the things I suggested to Greg was that, instead of
fixing ksrvutil (which is crufty and relies on kadmind4) we switch to
using k5srvutil, which is part of the MIT krb5 1.3.x.

This would mostly impact accounts, since they would need to start
handing out keytabs and update their documentation for running ksrvutil
to document how to use k5srvutil instead.  The PWOG also documents
ksrvutil and would need to be updated as well.

Does this seem reasonable?
