No, there were no changes like that in this patch release.

Any kind of bug is possible, but I rather doubt this was the fault of
the Athena workstation the mail was sent from.  Under normal
circumstances, Athena workstations just forward mail to one of the MIT
outgoing mail hubs; they don't generally send it separately to each
address on the recipient list.
