state of the rhlinux 9.1 release and new installs

For whatever reason, people continue to want to install 9.1 rhlinux
machines.  Since the hacked control-current is now gone, people are using
control/control-9.1 to install, which does not, of course, work.

There are a couple of ways to fix this.  The better solution, assuming
release engineer bandwidth is available, is to release a 9.1.28 patch
release with a fixed version of the mkinitrd package.  (The 9.2 version,
rebuilt for 9.1, is in /afs/dev/user/amb/rhlinux/athena-9.1.special.)
The addition of the lvm package is also required.

The worse solution is to hack phase2.backend to install 9.1.18 if 9.1.19+
is specified.  The version that's in the dev cell now does this, but it's
really horrible and I'd rather not deploy it if we can do the former.

I suppose creating a special control file for 9.1 installs is also an
option, but that puts a load on the users that would be annoying to
support and debug.
