Wierd.

That "21" is a percentage install, not a package number.
The packages, as far as I know, get installed from a list in AFS.
/afs/athena.mit.edu/system/rhlinux/control is the directory that holds
the lists of packages we install

I'm running Athena 9.1.18, and the packages around glibc are:

redhat-7.3-updates/RPMS/gdb-5.2-2.i386.rpm
redhat-7.3-updates/RPMS/ghostscript-6.52-9.4.i386.rpm
redhat-7.3-updates/RPMS/glibc-2.2.5-42.i686.rpm
redhat-7.3-updates/RPMS/glibc-common-2.2.5-42.i386.rpm
redhat-7.3-updates/RPMS/glibc-devel-2.2.5-42.i386.rpm
redhat-7.3-updates/RPMS/glibc-kernheaders-2.4-7.16.i386.rpm
redhat-7.3-updates/RPMS/glibc-profile-2.2.5-42.i386.rpm
redhat-7.3-updates/RPMS/kernel-2.4.18-17.7.x.i686.rpm
redhat-7.3-updates/RPMS/kernel-source-2.4.18-17.7.x.i386.rpm
redhat-7.3-updates/RPMS/libpng-1.0.14-0.7x.3.i386.rpm 2

We HAVE been working a bug where on UPDATES, install of the kernel hangs
in mkinitrd. I see that glibc precedes kernel, and I wonder if you're
getting bit by this.

The relevant redhat bug is:

https://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=76237

What kind of machine are you installing on?
You ARE doing a clean install, right?

I REALLY don't know what's going on with my team's tracking down that
bug, but it seems superficially enough similar that I'm cc'ing your note
to the guys working on it.

But it may be that the first response from people on my team who know
more details is that "this bug never happens on a clean install".
