It might we worth noting in the mail that, even in the current 9.1
release, a reinstall will improve performance by causing a bunch of
/usr/athena to become local (about 250MB of stuff, including most of the
files used by a default user login). So they get some immediate benefit
out of reinstalling.
The people still running 9.0 or earlier are more likely to be resistant
to reinstalling; the machines may be servers, or may have ugly
customizations which motivated the owner to turn off auto-update.
