All of the libraries listed except this one:

...are in 9.1. Are you sure about that version number? (Current in
Redhat 7.3 is libcom_err.so.2.)

They're not distributed as updates for Redhat 7.1. I suspect that this
person could trivially install the packages from the 7.3 release, but on
his own head be it.
