This is, in fact the first thing I would have checked. and I agree
with your assessment that Craig and Mark are unlikely to care. However,
the 'help' program in the release is an attachandrun script that calls
into the help locker. I don't have a problem with converting the help
locker to contain useful web pages, but at a bare minimum the tree
under /mit/help/arch needs to be preserved roughly forever. We also
need to make sure that there are no dependencies on other parts of the
locker (I think the only dependencies are on the olh locker, but I'm
not positive.)

The system tree seems like a much better spot for it than the
reference tree (reference is generally for CD snapshots and reference
copies of things like the collection of RFCs), and though there may be
better spots in AFS for it, there's something to be said for not
fixing what ain't broke. (I don't think there are any dependencies on
the current location of the locker, but I'm not ready to guarantee
that.
