I am not so sure of that.  I haven't figured out all of the logic for
when it will be invoked, but we run kudzu at every update, and:

strings -a /usr/sbin/kudzu|grep Xconfigurator
/usr/X11R6/bin/Xconfigurator --pick --card "%s" --kickstart
/usr/X11R6/bin/Xconfigurator --continue --mouse %s --mousedevice %s
/usr/X11R6/bin/Xconfigurator --continue
ran Xconfigurator for %s
/usr/X11R6/share/Xconfigurator/MonitorsDB
