3. Question of mkserv remote and encrypted vs unencrypted telnet
as the default
DECISION: We will make allowing only encrypted connections the default
for mkserv with the summer release (8.4). Release notes will note
that the default has changed for newly installed machines, and the
Athena Private Workstation Owner's Guide will be updated.
